Provide negotiation strategy and implementation as well as financial, economic, and regulatory advice and support to clients participating in all aspects of the electric power industry.

Senior Project Manager 1992 - 1994

MRW & Associates, Inc.

Assisted non-utility clients in developing strategies to deal with their respective utilities in California and other jurisdictions and negotiated/renegotiated existing and prospective power contracts with utilities.

  • Developed strategies for clients to restructure their power projects, including renegotiating power contracts with their respective utilities to provide benefits to all parties.
  • Negotiated and successfully settled multiple disputes between the utilities and existing or prospective independent power producers. On numerous occasions testified before various public utilities commissions regarding such disputes/settlements.
  • Provided strategic advice and assistance to clients in identifying opportunities in the power market, strengthened their position in negotiating with other entities.
  • Performed financial, economic and regulatory due diligence reviews on behalf of clients contemplating involvement in the power markets in California and other jurisdictions.
  • Assisted clients in identifying and implementing strategies leading to substantial cost reductions in their electric power costs, testified before various public utilities commissions on rate design issues.

Program and Project Supervisor 1989-1992

California Public Utilities Commission

Managed California Public Utilities Commission section in charge of reviewing the reasonableness of execution and administration of over eight hundred long-term power contracts signed by the major electric utilities in California.

  • Determined Division of Ratepayer Advocates' (DRA) strategies and policies with respect to existing and prospective power contracts for all electric utilities in California.
  • Developed strategies to deal with the high cost of power associated with IPP contracts in California. Designed implementation policies and procedures to substantially reduce the cost of power to the ultimate customer.
  • Provided strategies to the State Legislature to address various electric utility matters, developed policies, financial impact and cost-benefit analysis for the recommended strategies.
  • Actively participated in CPUC proceedings dealing with conflicts between the California utilities and independent power producers, negotiated settlements and testified before the CPUC on numerous occasions.
  • Assembled and managed an outside consulting group preparing testimony in Southern California Edison/San Diego Gas and Electric Merger Proceeding and its impact on utility ratepayers, resulting in the adoption of the group’s position in that proceeding.

California Public Utilities Commission

Supervised branch section in charge of modeling and econometrically estimating total factor productivity for local exchange telephone Companies and electric utilities in California, provided sales and revenue forecasts for such utilities

  • Testified in CPUC proceedings on total factor productivity and the New Regulatory Framework to determine refined methodologies of estimating reasonable costs for all utilities. The proceedings resulted in the adoption of recommended adjustment factors incorporating total factor productivity estimates.
  • Analyzed, statistically modeled and econometrically estimated returns to scale and productivity for various telephone, gas, and electric utilities in California, testified before the CPUC on the findings.
  • Analyzed the allocation of fixed costs of generation, transmission and distribution for gas and electric utilities to all customer classes in California.
